摘　　要：电力行业是国民生计的重要基础产业,安全督查工作更是保证电力生产与输送正常运行的动力。文章在分析传统安全督查问题的基础上,在系统内率先开展领导干部安全履职评价,构建了要素、管理、时间“三维立体”的安全督查管理体系,创新性地提出了3×3安全督查工作路径,即坚持“三个原则”,着眼“三个重点”,做到“三个全覆盖”。经现场实践应用证明,“三维立体”安全督查管理体系极大地提升了作业现场督查工作成效,能持续稳定安全生产局面,促使国网甘肃省电力公司的本质安全水平得到了进一步提升。The electric power industry is an important basic industry of national livelihood,and the safety supervision work is the power to ensure the normal operation of electric power production and transmission.Based on the analysis of the traditional safety supervision problems,this paper takes the lead in carrying out the safety performance evaluation of leading cadres in the system,constructs a three-dimensional safety supervision management system of elements,management and time,and innovatively puts forward a 3×3 safety supervision work path,which is to adhere to“three principles”,focus on“three key points”and achieve“three full coverage”.It has been proved by fi eld practice that the“three-dimensional”safety supervision management system has greatly improved the effectiveness of on-site supervision,can continuously stabilize the situation of safety production,and promote the intrinsic safety level of State Grid Gansu Electric Power Company to be further improved.
