摘　　要：中国社会信用体系建设蕴含着“政治国家”这一内在逻辑基调。从国家治理体系的框架出发,中国社会信用体系建设在实践背景、现实目的和发展动因方面展现出明显的国家属性,其是国家为回应社会变迁而不断“制度化”的方式,这种“制度化”通过国家对社会信用体系的建构、设计和量化表现出来。在政治国家这一内在逻辑基调的支配下,社会信用体系建设以及由此而开展的信用规制实践呈现出“有效性”与“正当性”失衡的理论困境,信用规制实践中的“主体性”缺失。基于此,应从健全国家治理体系的角度出发进一步提升国家治理能力,强化社会信用体系建设的法治约束,促进有效性与正当性的平衡;还应通过公共领域的构建来培育公民德性,实现社会信用体系建设的主体性重塑。China’s social credit system construction contains the inherent logic keynotes of"political state", and it shows obvious national attributes in practice background, realistic purpose and development motivation from the framework of national governance system. China’s social credit system construction is a way for the state to continuously"institutionalize"in response to social changes. This"institutionalization"is manifested by the construction, design and quantification of the social credit system by the state. Under the control of inherent logic keynotes of political state, social credit system construction and the practice of credit regulation present the theoretical dilemma of the imbalance between effectiveness and legitimacy, and present the lack of"subjectivity"in the practice of credit regulation. Therefore, we should further enhance the national governance capacity from the perspective of national governance system, and strengthen the restrictions of the rule of law in social credit system construction, so as to strike a balance between effectiveness and legitimacy. We should also cultivate citizens’ virtue through the construction of the public sphere, so as to realize the subjectivity reconstruction of social credit system construction.
