摘　　要：城市在我国作为一种行政建制始自20世纪初,城市管理的思想也自此肇始。当时的城市发展仅仅注重形式上的政区设置,再后来的发展是注重工业和经济集聚所带来的城市规模扩张,如今进入到城市协同发展以及品质提升的阶段。这些城市管理实践场景的深刻变迁,意味着指导管理实践的理论认识相应地经历的变革:起初是对国外市政理论引介,大规模建设时期是注重计划管控、强调增长效率的管理思潮的引导,再到推动治理体系重塑、追求城市品质提升的城市精准治理。按照场景—理论—价值的分析思路,理论变革背后是城市管理追求价值的变革,城市管理的价值追求在城市空间属性认识的发展中不断深化,在过程导向和结果导向的路径平衡之间不断完善,在秉持美好城市的治理期许下不断推进。In the early 20 th century, the city in China began as an administrative system, and thoughts of urban management began also.At that time, urban development only focused on formal political districts, and later developed to focus on the expansion of urban scale brought about by industrial and urban agglomerations, and then entered the stage of coordinated urban development and quality improvement.The profound changes in these urban management practice scenarios mean that the theoretical understanding of management practices is correspondingly experienced.At first, foreign municipal theory was introduced.During the large-scale construction period, it focused on planning and control, and emphasized the guidance of growth efficiency management.It then focused on precise governance, promoting rectification of the governance system and improving the urban quality.Behind the changes are the change of urban management pursuit value.The value pursuit of urban management is deepening in the development of urban spatial property understanding, constantly improving in the process-oriented and result-oriented path balance, and advancing in the management of a good life.
