摘　　要：20世纪90年代前,东北地区一直是共和国最重要的工业基地、能源基地和粮食基地,经济相对发达,对国家贡献巨大。随着我国市场经济的日益完善和工业化进程的不断加快,过度依赖工业化的传统思维、"重物流"工业发展区位优势的丧失、工业产能过剩时代的到来,导致东北地区经济日显疲态。应以系统思维和全域视野制定振兴策略,对标国家东北振兴战略目标,规划建设若干覆盖全区域、涵盖全产业和惠及全人口的产业区、经济带、城市群等功能区带,以国家战略需求产业、优势资源产业、"轻物流"产业和"零物流"后工业产业的发展,推动东北全面振兴、全方位振兴。Before 1990s,Northeast China was the most important industrial base,energy base and grain base of the Republic,with relatively developed economy and great contribution to the country.With the improvement of market economy and the acceleration of industrialization in China,the over-reliance on the traditional thinking of industrialization,the loss of location advantages of“heavy logistics”industrial development,and the arrival of industrial overcapacity have led to the economic fatigue of the Northeast region.It is necessary to formulate a revitalization strategy with a systematic thinking and a global perspective,benchmark the country’s Northeast Revitalization Strategic Goals,and plan to build a number of industrial zones,economic zones,urban agglomerations and other functional zones that cover the entire region,cover the entire industry and benefit the entire population.With the development of the country’s strategic demand industries,superior resource industries,“light logistics”industries and“zero logistics”post-industrial industries,the Northeast will be fully revitalized and comprehensively revitalized.
