农地确权何以提高农业生产效率?

摘　　要：近年来,农地确权影响农业生产效率进而影响粮食安全的问题引发社会广泛关注。构建“农地确权—生产环节外包—农业生产效率”的理论分析框架,运用全国9个样本省份的调查数据进行实证分析,结果表明:第一,农地确权显著地提高农业生产效率,发挥着保障粮食安全的重要作用;第二,生产环节外包在农地确权提高农业生产效率过程中发挥了部分中介作用;第三,稳健地影响农业生产效率的因素还包括文化程度、家庭总收入、家庭劳动力数量、村庄地形、村庄交通状况等5个因素。因此,为保障国家粮食安全,政府应该多措并举地维持农村农地政策稳定,避免出现“被确权”“确空权”的问题;另外,政府要继续通过提供作业补贴和技术推广等方式对生产环节外包的市场价格进行干预,以此扩大农户生产环节外包的需求。This paper constructs a theoretical analysis framework of"land ownership-outsourcing of production links-agricultural production efficiency",and uses the survey data of 2704 farmers in nine provinces of China to analyze the impact of land ownership on agricultural production efficiency and its mechanism by using the intermediary effect model.The following results are found.First,the confirmation of land rights can significantly improve the efficiency of agricultural production and play an important role in ensuring food security;second,the outsourcing of agricultural production plays a part of intermediary role between the confirmation of land rights and the efficiency of agricultural production.Third,the factors that influence agricultural production efficiency steadily include five factors:education level,total family income,number of family labor force,village topography,and village traffic condition.Therefore,in order to ensure the national food security,the government should take multiple measures to maintain the stability of rural land policy and avoid the problems of"passive confirmed right"and"empty confirmed right".Morever,it is necessary for the government to intervene in the outsourcing market by providing subsidies and technology promotion,so as to reduce the outsourcing cost of farmers'production and further promote the outsourcing of production.
