务工距离对农地转出的影响研究——基于CHFS2015的实证分析

摘　　要：本文基于2015年中国家庭金融调查数据,运用多值处理效应模型与中介效应检验等方法,实证分析了务工距离对农地转出的影响程度与传导机制。研究发现:(1)务工距离对农地转出存在差异化的推动效果。省内务工对农地转出的推动效果最大,省外次之,本乡镇最弱。(2)相较于本地务工,外出务工通过增加务工收入,能够对农地转出发挥更大的推动效果。相较于省内务工,省外务工家庭更容易以代际或性别分工的方式维系农地生产经营,对农地转出的推动效果因而相对较弱。因此,各地应当因地制宜地有序引导农地流转,深入推动乡村一二三产业的融合发展,鼓励农村劳动力在本省范围内务工,并着力解决跨省务工农户在市民化过程中面临的困境。Based on the 2015 China Household Finance Survey(CHFS),this paper empirically tested the influence degree and transmission mechanism of off-farm employment distance on farmland transfer by using the multivalued treatment effect model and mediating effect test.Research findings show that there are differences in the promotion effect of off-farm employment distance on farmland transfer.The promotion effect by off-farm employment within the province is the largest,followed by that outside the province,and the township is the weakest.Compared with local off-farm employment,nonlocal off-farm employment has a greater promotion effect because of its higher income.Compared with the off-farm employment within the province,off-farm employment outside the province is more likely to maintain the agricultural land production and management by means of intergenerational or gender division of labor,which has a relatively weak promotion effect on farmland transfer.Therefore,local governments should guide farmland transfer in an orderly way according to local conditions,promote the integrated development of primary,secondary and tertiary industries in rural areas,encourage rural labor force to work within the province,and solve the difficulties faced by migrant farmers outside their own province in the process of citizenization.
