摘 要:开展跨省区电力交易对整体社会福利提高具有重要作用,但与此同时部分市场主体的利益将会受到影响甚至减少。为了兼顾效率和公平,有必要相应采用市场调节手段,在保障整体社会福利得到提高的同时,也能尽量不损害市场主体利益,从而实现帕累托改进。文章主要讨论了3种常见的电力市场调节手段,分别是额外输电费用、优先发电量限制和政府授权差价合约,通过对比分析其对社会福利和市场效率的影响,说明了政府授权差价合约具有相对优势,进而分析给出了基于售电区低价电源的差价合约机制,以解决售电区消费者福利损失补偿问题的应用方案,最后通过6节点系统的仿真算例验证了该结论。The cross-provincial power trades are of great significance for the improvement of the whole social-welfare.However,the incomes of several certain market participants may decrease in the meanwhile.In order to pay attention to both efficiency and fairness,it is crucial to adopt corresponding market regulation measures.Such measures can guarantee the total social welfare better off without making the interests of other market stockholders worse off simultaneously,which may realize a Pareto improvement.This paper mainly investigated three measures for market regulation,which includes additional transmission fees,priority generation constraints and government-authorized contracts for difference(CFDs).Through analyzing their impacts on both social welfare and market efficiency,the government-authorized CFDs can be considered as a preferred option for market regulations with little impact on market efficiency.A modified 6-bus system is illustrated as a case study to verify this conclusion.
