摘　　要：文章选取河南省漯河市低保群体为研究样本,综合运用回归分析(Logit)和解释结构模型(ISM),探究低保群体致贫因素及逻辑成因。研究结果显示:(1)受访低保户家庭状况、劳动力以及收入来源状况均是导致贫困的关键因素;性别、婚姻等低保人员基本特征造成贫困状态的异化。(2)低保人员性别特征、住房状况、家庭主要收入来源与贫困程度关联效应因区域不同而有所区别,不同地区致贫因素存在显著差异,扶贫政策"一体化推进"不可行。(3)基础设施水平、收入来源渠道、社会帮扶程度为贫困致因表层直接因素;良好教育的缺失、思想观念的匮乏引致的"精神贫困",当属阻碍低保群体脱贫因素的首要根源。This paper selects the low-income population receiving subsistence allowance of Luohe City,Henan province as the research sample,and comprehensively utilizes logistic regression analysis(Logit)and interpretive structural model(ISM)to explore the factors and logical causes of poverty.The results show that 1)the family status,labor force and income source of the low-income households interviewed are the key factors leading to poverty;gender,marriage and other basic characteristics of subsistence allowance personnel cause the differences of poverty.2)The correlation effect between gender characteristics,housing status,main source of household income and poverty level of the subsistence allowance varies with different regions;the factors causing poverty in different regions are significantly different,and thus the"integration promotion"of poverty alleviation policy is not feasible.3)The level of infrastructure,the income sources and social assistance are the surface direct factors causing poverty;the"spiritual poverty"caused by the lack of good education and the lack of ideology is the primary factor that hinds the poverty alleviation of the low-income population.
