摘 要:目前,学术界对人力资本错配持否定态度,认为人力资本错配阻碍了经济的发展。本文给出了一多主体Shelling模型,模拟了人力资本供需失衡、社会信息效率和人力资本错配包容对社会总产出的影响,发现人力资本错配包容在经济发展过程中发挥了重要的作用。不论是社会发展的初级阶段还是高级阶段,对人力资本错配持包容态度均是占优选择。根据这一发现,本文发展了人力资本错配包容理论,认为人力资本错配是一指示变量,并非操作变量,影响经济发展的是人力资本错配背后的社会信息低效率和人力资本供需结构性失衡。人力资本错配包容在缓解上述两因素对经济造成的严重影响方面发挥了重要的作用。维持适度的人力资本错配包容将有助于转型升级过程的平稳过渡。At present, most of the economists holds a negative attitude towards human capital mismatch, which impedes economic development. We present a multi-agent model, and simulates the effects of human capital supply and demand imbalance, social information efficiency and human capital mismatch on gross output. We found that the mismatch of human capital plays an important role in the process of economic development. The human capital mismatch is preferred in both the primary and advanced stages of social development. Based on this finding, this paper puts forward the theory of human capital mismatch. We believe that human capital mismatch is an indicator variable, not an operational variable. What affects economic development is the inefficiency of social information behind human capital mismatch and the structural imbalance between supply and demand of human capital. Maintaining a moderate tolerance of human capital mismatch will lead to a smooth transition in the process of transformation and upgrading.
