摘　　要：研究海外乡亲对侨乡的捐赠活动,对于加深侨乡研究的内涵和拓展中国慈善事业的研究内涵具有战略意义。以广州为案例,采用定性研究为主与定量研究为辅相结合的研究方法,全面和整体性地研究海外乡亲的医疗卫生捐赠。研究发现:改革开放后海外乡亲的捐赠促进了广州医疗卫生事业的发展,侨务政策的激励是海外乡亲对侨乡医疗卫生捐赠的重要外部推动力。同时剖析了海外乡亲捐赠医疗卫生的原因。针对海外乡亲在慈善捐赠过程中的问题,研究提出:完善捐赠制度,保障海外乡亲权益,调动海外乡亲捐赠积极性;创新捐赠模式,优化捐赠机制,提高慈善效率;加强捐赠的政策性引导;完善医疗卫生联合供给制度;培育捐赠环境和捐赠文化,拓展捐赠群体。It is of great strategic significance to study the donation of overseas Chinese to their hometown in theory for deepening the connotation of the study of overseas Chinese and expanding the connotation of Chinese charity. Taking Guangzhou as a case,adopting a research method combining qualitative research with quantitative research, a comprehensive and holistic study of charitable donations by overseas residents. After the reform and opening-up, the donation of overseas residents promoted the development of health care in Guangzhou. The incentive of overseas Chinese affairs policy is an important external impetus for overseas residents to donate medical and health care to their hometown. At the same time, it analyzes the reasons why overseas villagers donate medical care. In view of the problems of overseas villagers in the process of charitable donation, the study believes that the improvement of donation system,protection of the rights and interests of overseas villagers,to mobilize the enthusiasm of overseas villagers donation. Innovate the mode of donation, optimize the mechanism of donation and improve the efficiency of charity. Strengthen the policy guidance of donation to promote the sustainable development of medical and health services in overseas Chinese communities. We will improve the joint medical and health supply system. We should strengthen publicity, foster a donation environment and culture, and expand the donor community.
