摘　　要：【目的/意义】政府数据开放是一个由多主体和多对象共同营造的共生系统,从种群演化视角进行分析,不仅有助于促进政府数据开放中各利益主体协同发展,还可以优化各利益主体之间的利益分配。【方法/过程】本文引入分时段叠加的logistic种群演化模型,选取武汉市政务数据服务网为实证对象,从共生的不同角度出发,对"文化娱乐"、"能源环境"和"教育科技"三个数据主题的种群演化情况进行分析,判断种群所处的共生演化阶段。并重新构造共生作用系数函数,对三个数据主题的共生模式展开深入探究。【结果/结论】武汉市数据服务网和数据使用者之间存在相互作用。从整体而言,两者的共生模式发展趋势并不理想;从阶段而言,两者的共生模式呈现非线性的反复"螺旋"式演化。【Purpose/significance】Government data opening is a symbiotic system created by multi-subject and multi-object,from the perspective of population evolution,it is not only helpful to promote the coordinated development of various stakeholders in the government data opening,but also optimizes the distribution of interests among various stakeholders.【Method/process】This paper introduces a logistic population evolution model with time-series superposition,select Wuhan Municipal Affairs Data Service Network as an empirical object,from the different perspectives of symbiosis,the population evolution under the three data themes of"cultural entertainment","energy environment"and"educational technology"are analyzed to judge the symbiotic evolutionary stage in which the population is located.Furthermore,the new function of symbiotic coefficient is reconstructed which is used to explore the symbiosis mode of the population under the three data themes.【Result/conclusion】There is interaction between the data service network and platform users in Wuhan.The development trend of the symbiosis mode of Wuhan data service network and platform users is not ideal;the symbiosis model between Wuhan data service network and platform users presents a nonlinear and repeated"spiraling"evolution.
