摘　　要：北极经济治理是北极治理研究的最新议题。研究北极经济治理制度的运行逻辑,是有效维护中国北极经济权益的重要路径。北极经济理事会作为最大的北极经济治理制度,其运作机制仍然受到权力政治的影响。在北极经济理事会议题设置和权益分配的过程中,北极国家设置权限门槛来获取集体制度霸权。为了阻滞非北极国家通过经济参与获取北极经济理事会的话语权,北极国家采取了责任投资与身份歧视等手段影响北极经济理事会的决策过程。北极大国推动北极经济理事会“域内权威化”,不仅有助于掩饰该组织政治化背后的大国因素,而且能够提升北极经济理事会在北极经济开发中的合法性。北极经济理事会对北极经贸事务的垄断趋势,是美加等北极大国称霸北极的新方式。中国护持北极经济权的实践,应遵循综合性和稳健性的“协同式参与”路径。Arctic economic governance is the latest topic of Arctic governance research.Exploring the operational logic underpinning the institution of Arctic economic governance is an important path to effectively protect China’s Arctic economic rights and interests.As the largest economic governance institution in the Arctic,the Arctic Economic Council is still under the influence of power politics.In the process of agenda-setting and interest distribution of the Arctic Economic Council,Arctic countries create barriers for accessibility to acquire collective institutional hegemony,such as the employment of responsible investment and status discrimination to manipulate the Arctic Economic Council’s decision-making.The promotion of the“intra-regional authority”of the Arctic Economic Council not only helps to disguise the factor of big country influence behind the organization’s politicization but also enhance the legitimacy of the Arctic Economic Council in Arctic economic development.The Arctic Economic Council’s monopoly on the Arctic economy and trade demonstrates a new way for the Arctic powers such as the US and Canada to dominate Arctic affairs.China’s practices in safeguarding Arctic economic rights should follow the guidance of“cooperative participation”,which makes a comprehensive and robust path.
