摘　　要：目的探讨"两票制"对药品供应的影响,为政策的推行和完善提出有效建议。方法实地调查合肥市公立医院"两票制"实施前后药品供应的情况,结合文献分析实施效果和可能存在的问题,并提出针对性建议。结果 "两票制"的实施在控制虚高药价方面呈现一定成效,在整顿流通市场、提高流通企业集中度效果较为明显,改变了传统药品供应链的结构及整体运作流程,真正实现了物流、发票流和现金流的一致。结论 "两票制"的实施对药价的影响力度不确定,而对药品流通领域的影响比较明显;建议建立药品流通信息共享平台和"两票制"电子监管体系,以保障部分无法实施"两票制"的急救药供应。Objective To explore the impact of the two invoice system on the supply of medicines,and to make effective recommendations for the implementation and improvement of the policy.Methods Through the field investigation of the drug supply situation before and after the implementation of the two invoice systemin public hospitals of Hefei,combined with literature research to analyze the implementation effect and possible problems,and put forward targeted recommendations.Results The implementation of thetwo invoice systemhas achieved certain results in controlling the high drug prices.The effect of rectifying the circulation market and increasing the concentration of circulation enterprises is more obvious.Conclusion It is recommended to establish a drug circulation information sharing platform and a two invoice system electronic supervision system,and at the same time strengthen the leadership of government departments to ensure the supply of emergency medicines that cannot implement the two-vote system.
