On the Party’s Explorations of Rule-Based Self-Governing in the Early Years since the Founding of the PRC

摘　　要：新中国成立初期,党自身的建设顺应党的领导地位的变化,步入制度化、规范化轨道。中国共产党从确立巩固党的领导制度、规范党内教育、坚持完善民主集中制、规范党员组织管理及干部管理加强作风制度建设、健全党内监督和纪律处分制度等多个方面入手对依规治党进行探索,不仅提高了党的领导水平、改善党的执政方式,而且提升了党内治理水平。这些探索积累了宝贵经验:依规治党是执政党规范执政行为、提高执政能力的必然要求,依规治党必须坚持党的领导,全面协调、统筹推进,要处理好依规治党与以德治党、依法治国之间的关系,切实加强党内监督,提高党内法规制度的执行实效。Upon the founding of the People’s Republic of China,the Communist Party of China set on the track to institutionalize and regularize its own building in line with the changes in its leadership.It made explorations in rule-based self-governance with multiple means,including establishing and consolidating the Party leadership system,standardizing intraparty education,improving democratic centralism,standardizing organization and management of Party members and officials,strengthening its conduct building,and improving intraparty oversight and disciplinary system,which not only improved the way the Party exercised its leadership and governance,but also enhanced its self-governance.These explorations have accumulated valuable experiences.To govern the Party according to regulations is requisite for the Party as a ruling party to standardize its conduct for governance and improve its ability to govern.To govern the Party according to regulations must adhere to Party leadership,take coordinated steps to strengthen the Party’s competence in all respects,handle properly its relationship with rule of virtue for the Party and law-based governance of the country,effectively strengthen intraparty oversight and improve the efficacy of Party rules and regulations.
