全面停伐背景下内蒙古国有林区经营管理体制改革问题

摘　　要：内蒙古大兴安岭国有林区是我国重要的生态屏障,承担国家木材生产建设的职能,同时也为国家生态建设和生态保护作出了重要贡献。中国共产党第十八次全国代表大会以来,国家更加重视生态文明建设,国有林区在维护生态安全方面也发挥着越来越重要的作用。长期以来,内蒙古大兴安岭国有林区存在经营管理体制不善的问题,严重制约了林区的发展。通过阐述内蒙古国有林区的经营管理体制现状,分析全面停伐背景下林区管理体制改革的必要性和经营管理体制存在的问题,提出林区经营管理体制改革的对策和建议,对推动内蒙古国有林区经营管理体制改革、理顺体制、实现林区的可持续发展,具有重要的现实意义。The Daxinganling State-owned Forest Region in Inner Mongolia is an important ecological barrier in China,Since the 18 th National Congress,the state pays more attention to the construction of ecological civilization,state-owned forest areas also play an increasingly important role in maintaining ecological security.For a long time,Inner Mongolia Daxinganling State-owned Forest Region has a problem of unsatisfactory system,it seriously restricts the development of forest areas. This paper illustrates the present situation of the system of the state-owned forest areas in Daxing’an Mountains,Inner Mongolia,analyzes the necessity of forest management system reform and the problems existing in management system under the background of total deforestation cessation the countermeasures and suggestions of forest region system reform are put forward,it is of great practical significance to promote the reform of the daxinganling state-owned forest system in Inner Mongolia,to rationalize the system and to realize the sustainable development of the forest region.
