摘　　要：党的十八届四中全会提出依法治国方略,十九大报告强调要全面依法治国。在此背景下,如何加强司法鉴定救助制度建设、完善司法体制,就成为理论界和实务界有识之士思考的重要课题之一。司法鉴定救助制度的构建对于司法权威的提高、当事人诉讼权利的保障、司法鉴定社会公益性目标的实现等均具有重大意义。当前,我国司法鉴定救助制度还存在立法不够完善、救助资源不够充足、救助对象和范围较窄等问题。建立、健全司法鉴定救助制度,必须坚持一定原则,采取统一立法的方式,细化立法内容,强化监督管理。A strategy of ruling the state according to law was proposed at the Fourth Plenary Session of the 18th CPC Central Committee.The strategy was emphasized in the Report of the 19th National Congress of CPC.In this background,to strengthen the construction of forensic appraisal aid system and to improve the judicial system in China has become one of the most important issues considered by people in the field of theoretical and practical circles.The construction of this system is of great significance for the improvement of judicial authority,the protection of litigants’rights,and the realization of the goal of social public welfare.At present,there are still some problems in the forensic appraisal aid system,such as imperfect legislation,insufficient resources,narrow objects and scope,etc.In order to establish and perfect this system,we must adhere to certain principles,adopt a unified way of legislation,refine the contents of legislation,and strengthen the supervision and management.
