生产技术创新对湖南稻作生态经济效益的影响

摘  要:生态经济效益与农业的生产技术创新密切相关,稻作的生产技术创新是提高当地生态经济效益的重要途径之一。文章运用DEA三阶段的实证方法分析湖南省水稻生产技术创新对经济效益的影响效率及其影响因素;采用经济分析的方法分析湖南省水稻生产技术创新对生态效益的影响。结果表明:(1)湖南省水稻生产技术创新对经济效益影响程度不高,综合效率为0.838,纯技术效率为0.928,规模效率为0.903,且三者都存在技术无效率现象。(2)湖南省生产技术创新对经济效益影响地区分布不平衡,从综合效率来看,怀化市、张家界市效率值为1,为效率最佳状态,紧随其后的是永州,而长沙市效率值为0.693,效率最低。(3)影响因素影响各不相同,环境变量中人均GDP、播种面积、产量、机械总动力、水旱成灾面积对专利申请数量松弛量的影响显著,且其系数均在1%的水平下显著,而环境变量对科研人员数量松弛量的影响并不显著,环境变量对科研经费支出的影响并不如专利申请数量松弛量显著,仅稻米产量和稻米机械总动力对科研经费支出松弛量影响显著,且在10%的水平下显著。(4)生产技术创新对生态效益的影响既表现为正相关,也表现为负相关。Eco-economic benefits are closely related to agricultural production technology innovation.Rice production technology innovation is one of the important ways to improve local ecological economic benefits.Through the three-stage empirical method of DEA,in this work,we analyzed the efficiency and impact factors of rice production technology innovation on economic benefits in Hunan province.With the economic analysis method,we assessed the impact of rice production technology innovation on ecological benefits in Hunan province.Our results are as follows.(1)The impact of rice production technology innovation in Hunan province on economic benefits is not high,with the overall efficiency equal to 0.838,the pure technical efficiency 0.928,and the scale efficiency 0.903,and thus all three efficiencies technically inefficient.(2)The regional distribution of the influence of production technology innovation on economic benefits is unbalanced in Hunan province.From the perspective of comprehensive efficiency,its highest value in Huaihua and Zhangjiajie is 1,followed by Yongzhou and Changsha,with the value of 0.693,which is the lowest.(3)The contribution of impact factors is not identical.For example,the environment variables of per capita GDP,planting area,yield,mechanical power,and severe hazard area all affect the quantity of the patent application number,with the coefficient in the 1%significance level.The number of environment variables to the scientific research personnel relaxation amount is not significant,either is the influence of the environment variable to the research spending with the coefficient in the 10%significance lvel,with the only exception in patent applications for machinery total power on rice production.(4)The impact of production technology innovation on ecological benefits is both positively and negatively correlated.
