基于时序多指标动态评价的山东省城市土地利用效益比较研究

摘　　要：本文以山东省17个城市为研究对象,构建城市土地利用效益评价指标体系,采用时序多指标动态评价方法,对2007—2016年山东省城市土地利用效益进行动态评价;运用协调发展度模型,分析土地利用效益子系统的协调发展特征。研究结果表明:2007—2016年山东省城市土地利用生态效益水平整体较高,区域差异小,经济效益、社会效益和综合效益呈现明显的空间差异性和集聚性特征,土地利用效益较高区域主要分布在青岛和济南两个中心城市及其周边城市,年度间土地利用效益波动是影响土地利用效益总体水平的重要原因。协调发展度显示,处于轻度失调区的城市数量最多,其次是协调发展和初级协调区,滞后失调区城市数量最少,土地利用社会效益低是导致土地利用效益协调性差的主要原因。土地利用综合效益与土地利用效益子系统的协调发展密切相关,土地利用效益协调发展度低,影响了土地利用综合效益的提高。动态评价方法更好地反映了一定时期内区域土地利用效益的总体水平,研究结果可为合理利用城市土地、促进城市健康发展提供参考。Taking 17 cities in Shandong province as the research samples,in this work,an evaluation index system has been established to assess urban land use efficiency from 2007 to 2016 by using the serial-time multi-index dynamic evaluation method.The coordinated development degree model is applied to analyze the coordinated development characteristics of urban land use efficiency subsystems.Our results are as follows.The overall level of the urban land use ecological efficiency is high and the regional difference is small in Shandong from 2007 to 2016.Social,economic and comprehensive efficiencies of urban land use present obvious characteristics of spatial distinction and agglomeration,with high efficiency areas mainly distributed in Qingdao,Ji'nan and their surrounding cities.The large fluctuation of land use efficiency among different years is an important reason that affects the overall level of the land use efficiency.The result of the coordinated development degree shows that most cities are in the minor imbalanced areas.In the coordinated development and primary coordinating areas,the number of cities in the lag imbalanced areas is the smallest.A low social efficiency is the main reason for the poor coordination of land use efficiency.The comprehensive land use efficiency is unveiled to be closely related to the coordinated development of land use efficiency subsystems.The low degree of coordinated development affects the improvement of the comprehensive land use efficiency.This study found that the dynamic evaluation method can better reflect the overall level of regional land use efficiency in certain periods.Our research results should provide references for rationally using urban lands and promote the healthy development of cities.
