摘　　要：从当前经济发展要求全面提升质量和效益的背景出发,立足我国社会主要矛盾转变,系统阐释新时代乡村旅游提质增效的内涵和运行机制。新时代乡村旅游提质增效以乡村旅游稳定发展为前提,以结构优化为着力点,以质量效益提升为结果,是乡村旅游质量提升和效益增强的综合体现。作为一个开放复杂系统,新时代乡村旅游提质增效运行机制包含内部机制和外部机制,并呈现出整体性、集合性、相关性、目的性和外部适应性等特征,其中:内部机制由稳定发展、结构优化和质量效益等子系统构成,外部机制由影响和制约乡村旅游提质增效的经济社会状况、政府政策、区域外部环境等子系统构成。From the background of the economic development requirements and based on the changes of the major social contradictions in China,this paper systematically explains the connotation and operation mechanism of improving the quality and efficiency of rural tourism in the new era.As a comprehensive embodiment,the improvement of rural tourism quality and efficiency takes the stable development of rural tourism as the premise,the structural optimization as the focus,and the improvement of quality effect as the goal.As an open and complex system,the operation mechanism of improving quality and efficiency of rural tourism is composed of internal and external operation mechanisms and characterized by integrity,aggregation,relevance,purpose and external adaptability.The internal mechanism is composed of three subsystems of stable development,structural optimization and quality and efficiency,while the external mechanism includes the economic and social conditions,government policies and regional external environment.
