高校图书馆电子资源政府采购模式的实践探析

摘　　要：[目的/意义]旨在为高校图书馆电子资源采购提供参考。[方法/过程]阐述高校图书馆电子资源的政府采购模式,对高校图书馆常用的电子资源公开招标采购方式和单一来源招标采购方式进行比较,从材料需求、招标流程、合同签订、付款4个方面分析其优势和局限性。[结果/结论]高校图书馆电子资源采购应考虑本馆需求与本校的招标采购政策,并根据不同采购模式的特点灵活规范地选用相应的采购模式。[Purpose/significance]The paper is to provide references for university libraries to purchase electronic resources.[Method/process]The paper introduces the government procurement modes of electronic resources in university libraries compares the public bidding procurement mode and single source bidding procurement mode of the electronic resources,and analyzes the respective advantages and limitations from aspects of material requirements bidding process contract signing and payment.[Result/conclusion]The university libraries should consider their needs in combination with universities’bidding and procurement policies when they purchase electronic resources and choose the corresponding procurement mode flexibly and regularly according to the characters of different modes.
