摘　　要：论文首先分析了城市综合管廊PPP项目风险具有复杂多样性、动态性、阶段性的特点,并对其全生命期的阶段进行了划分。其次,论文将全面质量管理理论中的PDCA循环理论引入全生命期风险管理中,强调风险管理应采取循环管理模式。最后,论文结合综合管廊项目特点对全生命期风险管理活动的过程,即风险管理计划、风险识别与评价、风险分担与应对、风险监控进行详细分析。The paper firstly analyzes the risks of PPP project of urban utility tunnel with the characteristics of complexity,diversity,dynamics,and stages,and divides the stages of its whole-life cycle.Secondly,the paper introduces the PDCA cycle theory in total quality management theory into whole-life cycle risk management,emphasizing that risk management should adopt a cycle management mode.Finally,combined with the characteristics of utility tunnel project,the paper analyzes in detail the process of whole-life cycle risk management activities,namely risk management planning,risk identification and evaluation,risk sharing and response,and risk supervision and control.
