摘　　要：民族互嵌式社会结构是我们党和国家顺应社会经济快速发展、民族分布格局变动、人口频繁流动的新局面而提出的民族工作新理念,要求推进各民族在政治、经济、文化、社会生活等领域的相互嵌入,实现各民族共居共学共事共乐,促进我国各民族深度交往交流交融。拉萨具有多民族长期交错共居、经济共生互补和文化交融等构建民族互嵌式社会结构的有利基础,亦面临民族空间分布和民族交往相对疏离、经济领域竞争加剧等挑战,需要以中华民族共同体意识为根本推动力,将民族互嵌理念融入城市总体发展规划等地方社会发展顶层设计,发挥党委、政府在引导各民族公平有序参与经济活动中的作用,推动民族互嵌式的社会结构和社会环境的建设,进一步巩固城市民族团结,维护边疆民族地区社会和谐稳定。The ethnic inter-embeded social structure is a new concept of ethnic work put forward by the Chinese government in response to the new situation of rapid development of social economy,changes in ethnic distribution pattern and frequent population flow.It requires that all ethnic groups should be embedded in the fields of social politics,economy,culture,etc.,and that all ethnic groups should live together,learn together,work together,so as to promote the communication and blending exchanges and integration among different ethnic groups in China.Lhasa has a favorable foundation for the construction of an inter-embeded social structure,such as long-term cross living,economic symbiosis and complementarity,and cultural integration.It is also faced with challenges such as the relative isolation of ethnic spatial distribution and ethnic exchanges,and intensified competition in the economic field.The following measures can be taken to promote the construction of the social structure and social environment of the ethnic inter-embeded social structure,further consolidate the unity of urban ethnic groups,and maintain the social harmony and stability in the border ethnic areas.For example,taking the sense of the Chinese national community as the fundamental driving force,integrate the concept of ethnic interaction into the top-level design of local social development,give full play to the role of the government in guiding all ethnic groups to participate in economic activities fairly and orderly,etc.
