基于失业预防导向的“四位一体”就业保障体系构建研究

摘　　要：构建“失业预防、就业促进、失业保险、就业援助”四位一体的就业保障体系,可以对劳动力职业生涯进行全过程管理,全方位保障劳动者就业权益。通过建立“预防、促进、保险、援助”四位一体就业保障体系联动模型,分析各政策模块之间的联动关系,确定了四位一体就业保障体系推进策略:以夯实失业预防基础为重点,将就业保障的关口前移;建立多部门联合工作机制,推进资源整合;利用信息化手段,做好政策接口的衔接工作;确定指导原则,设计并落实具体实施方案。The construction of“unemployment prevention,employment promotion,unemployment insurance,employment assistance”four-in-one employment security system can manage the entire career of the labor force and protect the employment rights and interests of workers in an all-round way.Establishing“prevention,promotion,insurance and assistance”four-in-one employment security system linkage model can help to analyze the linkage relationship between various policy modules and determine a promotion strategy for the construction of the“four-in-one”employment security system:move the strategy pass of employment security forward by focusing on consolidating the foundation for unemployment prevention;establish a multi-department joint working mechanism to promote resource integration;make good use of information technology to connect policy interfaces;determine the guiding principles,thus design and implement the specific implementation plan.
