摘　　要：我国农村建设用地存在散乱、废弃、闲置、低效利用的现象,土地资源利用较粗放,在一定程度上制约了农村经济的发展。文章以安阳市为例,通过确定调查对象,制作调查底图,外业调查测量,建立评价指标体系进行内业分析评价的方法,对安阳市市级农村闲置用地的腾退复垦潜力进行评价研究。该研究对摸清该市可实施腾退复垦的农村建设用地数量,为该市缓解耕地保护与城镇建设用地扩张需求,优化农村土地利用效率,改善农村人居环境提供数据支撑,也为农村建设用地集约化管理提供新的思路。The rural construction land exists in scattered,abandoned,idle and poor efficiency phenomenon in China. The utilization of land resources is extensive that partly limits the development of rural economy. The paper takes Anyang City as an example,established the evaluation index system for the office work analysis and evaluation measures through determining the investigation object,making the investigation base map and investigating and measuring the field works,to do the evaluation research about the vacated,returned and reclamation potential of the municipal rural idle lands in Anyang City. The study could do the help to figure out the quantity of the rural construction lands which can be implemented to vacate,return and reclaim,to ease the demands of cultivated land protection and urban construction land expansion,optimize the utilization efficiency of rural lands and offer data support to improve human settlements in rural area. It also provides innovative ideas for the intensive management of rural construction land.
