摘　　要：近年来海洋垃圾成为影响和破坏台湾海峡生态环境的主要污染物,给海洋生物和人类活动带来严重影响与危害,海峡两岸合作防控海洋垃圾污染亟待深化。台湾海峡垃圾污染主要源于岸上与海上生产、生活垃圾的排放,加强陆源入海排污口监控、实施海洋垃圾的合理收集与处置至关重要。新形势下,要统一认识,共同推进海洋环保的宣传普及与教育;扎实行动,严格管控工农业生产和生活垃圾排放;扩大保障,确保海峡两岸污染治理的技术和资金;加强互信,积极探讨海洋垃圾污染合作治理方式;试验示范,完善海洋垃圾污染合作防控协调机制,以带动和促进生态环境保护与海峡两岸融合发展。In recent years,marine garbage has become the main pollutant that affects and destroys the ecological environment of Taiwan Strait,which has brought serious effects and harm to marine life and human activities.Cooperation between the two sides of Taiwan Strait to prevent and control marine garbage pollution needs to be deepened.Waste pollution in Taiwan Strait mainly comes from the discharge of production and domestic waste on shore and at sea.It is very important to strengthen the monitoring of the discharge outlet of land-based waste into the sea and to implement the reasonable collection and disposal of marine waste.Under the new situation,firstly,we should have a unified understanding and jointly promote the publicity,popularization and education of marine environmental protection.Secondly,we should take solid actions to strictly control the industrial and agricultural production and the discharge of household garbage.Thirdly,we should expand the guarantee to ensure the technology and funds for pollution control on both sides of Taiwan Strait.Fourthly,we should strengthen mutual trust and actively explore the cooperative treatment of marine garbage pollution.Fifthly,we should test and demonstrate to explore the coordination mechanism of marine garbage pollution prevention and control,so as to drive and promote the integration of ecological environment protection and Cross-Strait development.
