摘　　要：科学仪器设备是促进科技创新、经济社会发展的重要条件保障,建立科学、规范、专业的科技计划项目管理体系是提升国产科学仪器设备自主创新能力和促进产业发展的重要方式,通过构建合理适用、可操作性强的成果评价指标实现对科技成果的甄别筛选是成果转化的重中之重。分析了“十二五”国家重大科学仪器设备开发专项管理创新做法,研究仪器设备科技成果转化应用评估的基本思路和指标体系,并开展实证分析评价判断指标的有效性,对科技计划管理和行业科技成果评价工作具有重要的参考价值。Scientific instruments provide technical support for innovation,economic and social development.Establishing a scientific,standardized and professional project management system of science and technology plan is an important way to enhance the independent innovation capability of domestic scientific instruments and promote industrial development.Achieving the screening of scientific instrument achievements by constructing a scientific,applicable and operable evaluation index system is the top priority of achievement transformation.To achieve this goal,this article analyzes the innovative measures on National Instrumentation Program during the 12th Five-Year Plan period.Furthermore the basic idea and index system of the scientific instrument achievements evaluation and transformation were studied.Finally,an empirical research on the achievements was conducted to verify the index system.It has certain reference value for the project management and evaluation of S&T achievements in the industry.
