社会转型期警察权威弱化与重塑研究

摘　　要：警察权威是警察在开展群众工作以及执法过程中能够使人信服的力量与威望。社会转型期,社会调控方式发生了转变,公民自身权利意识实现了觉醒。与此同时,在少数警察出现不当行为,以及法治社会建设进程中警察权威法律保障缺位的影响下,警察权威受到一定程度的削减。为了确保社会和谐有序发展,重塑警察权威,公安机关应当创新工作思路,以学习为引领、以监督为保障,进一步推进公安队伍正规化建设;通过多种手段加大警营文化与警察事迹的宣传力度,树立人民警察良好形象;完善对警察权威的法律保障。Police authority is the ability and prestige of the police to convince the masses in the mass work and law enforcement. During the social transformation, the social regulations and control methods changed a lot, citizens had become aware of individual rights. Meanwhile, such problems like few police officers’ improper behaviors and the absence of legal protection of police authority in the process of moving towards a society ruled by law, affected the police authority to a certain extent. To ensure the harmonious and orderly development of society and reshape the authority of police, police agencies should innovate their approach in standardizing the police force with learning as its guidance and supervision as its guarantee, apply various methods in the publicity of police culture and the good deeds of police in order to establish a good image of police and improve the legal protection of police authority.
