摘 要:少数民族贫困问题仍是制约我国2020年脱贫目标的重要难题,是农村精准扶贫工作的主战场,也是2020年以后相对贫困治理的重点。多维贫困研究方法关注贫困人群的全面发展,能为建立解决相对贫困的长效机制提供理论视角和操作途径。本项研究根据多维贫困理论和现阶段精准扶贫政策为依据设定了评价指标,并采用国务院扶贫办监测系统的数据,对比了滇西、乌蒙片区两个典型地区的多维贫困状况。研究发现外部地理因素对少数民族的多维贫困影响较为显著;贫困程度和户主的教育水平负相关;滇西片区对少数民族脱贫干预政策有效度很高。Poverty problem of ethnic minorities is still a chronic disease that restricts poverty alleviation in China,and it is a major disaster area and battlefield for poverty alleviation and development in rural areas.It is also the key point in the governance of relative poverty after 2020.Multidimensional poverty research method focuses on the overall development of the poor,which can provide a theoretical perspective and operational approach for the establishment of a long-term mechanism to solve relative poverty.Multidimensional poverty measurement can reflect poverty status comprehensively.Based on the multi-dimensional poverty theory and precise poverty alleviation practice,the evaluation index of this study is formed.According to the data of the monitoring system of the State Council Office for Poverty Alleviation,the multi-dimensional poverty situation of ethnic minorities in DianXi and Wumeng area is compared.The study found that external geographical factors had a significant impact on the multi-dimensional poverty of ethnic minorities;the degree of poverty was negatively correlated with the education level of the head of household;and the intervention policy for poverty alleviation of ethnic minorities in DianXi was highly effective.
