我国现代煤化工产业示范区综合评价研究

摘　　要：基于波特竞争力模型,建立了由生产要素、相关产业支撑、技术创新和产业经济基础4个一级指标14个二级指标构成的现代煤化工产业竞争力评价指标体系,对银川宁东、榆林、鄂尔多斯和昌吉准东4个示范区进行了对比评价研究。结果表明:银川宁东综合得分最高,技术创新具有巨大优势,但生产要素和产经基础处于劣势;鄂尔多斯次之,与宁东相对,其生产要素和产经基础具有较大优势,但技术创新基础较差;榆林和准东位列第3名、第4名,两者缺乏突出优势,整体水平相对落后。最后根据评价结果和园区现状,提出了制定合理的产业发展路径等政策建议。Based on the Porter Competitiveness Model,a modern coal chemical industry competitiveness evaluation index system composed of four first-level indicators and 14 second-level indicators of production factors,related industry support,technological innovation and industrial economic foundation was established. A comparative evaluation study was conducted on Yinchuan Ningdong,Yulin,Ordos and Changji Zhundong. The results show that:Yinchuan Ningdong has the highest comprehensive score, and technological innovation has a huge advantage, but the production factors and the economic and economic foundation are at a disadvantage,Ordos is next,compared with Ningdong,its production factors and economic and economic foundation have greater advantages,but the technological innovation foundation is poor,Yulin and Zhundong ranked third and fourth,both of which lacked outstanding advantages,and the overall level was relatively backward. Finally,based on the evaluation results and the status quo of the park,policy recommendations such as formulating a reasonable industrial development path were put forward.
