新区域主义理论视阈下的河南科技创新协同治理

摘　　要：强大的区域科技创新能力是河南打造中西部地区科技创新高地的关键,也是河南构建竞争优势的关键,为了实现这一目标,有必要对现行政策进行转型和升级。根据新区域主义理论,区域创新的主动力是内生的,来源于不同知识的互相组合和融合,地方政府是区域创新的伙伴和合作的推动者,区域创新政策的核心是促进不同知识形成融合。河南各级地方政府需要在政策优先性和组织机制两个方面做出重大调整,着力形成伙伴式地方治理结构和建设河南区域创新体系。区域创新体系的核心目的是发展和促进区域的知识产出能力,利用区域发展平台,根据河南现有的知识和资源配置,聚焦未来而不是现有集群,打造具有河南特色的政策平台和科技创新协同治理新路径。Regional scientific and technological innovation ability is the key for Henan Province to build a scientific and technological innovation highland in central and western China.And it's also the key for Henan Province to establish a competitive advantage.In order to achieve this goal,it is necessary to transform and upgrade the current policies.According to New Regionalism,the main driving force of regional innovation is endogenous from the integration of different knowledge.Local government is the partner of regional innovation and promoter of cooperation.And the core of regional innovation policy is to promote the formation and integration of different knowledge.Local governments in Henan Province need to make major adjustments in policy priorities and organizational mechanisms,and focus on forming a collaborative governance structure as well as constructing a regional innovation system in Henan.The central purpose of the regional innovation system is to develop and promote the knowledge output capacity of the region.Based on the regional development platform and the existing knowledge and resource allocation in Henan,it focuses on the future clusters rather than the existing ones,in order to create a new path to collaborative governance of scientific and technological innovation with Henan characteristics.
