摘 要:西方劳动关系评价具有100年历史,但是仍然缺乏构建评价指标的理论框架,而且评价方法忽略了指标的模糊性和随机性。本文基于四维参照系的劳动关系理论框架,构建区域劳动关系评价指标体系,并通过改进层次分析法进行主客观赋权,运用兼顾指标模糊性和随机性的云模型方法对2012—2017年四川省劳动关系进行综合评价,研究发现该区域劳动关系呈现逐渐向好的趋势;在四个维度指标中,多元论维度和激进主义论的指标得分较高,而个人主义论和一元论维度的指标得分较低。这意味着政府应加快劳动力市场体制改革,提升人力资本投资水平,加大社区服务力度,促进充分就业;企业需要通过实施高绩效人力资源管理系统来打造劳资利益共同体,以促进中国特色和谐劳动关系构建。The labor relations evaluation has a history of 100 years in western countries,but there is still a lack of theoretical framework to construct evaluation indicators,and evaluation methods ignore the fuzziness and randomness of indicators.Based on the theoretical framework of four frames of reference of labor relations,this paper constructs the evaluation index system of regional labor relations,empowers subjectively and objectively by improving the analytic hierarchy process,and evaluates the labor relations of Sichuan Province from 2012 to 2017 by using cloud model method,which considers the fuzziness and randomness of the indicators.The index scores of pluralism and radicalism are higher,while those of individualism and unitarism are lower.This means that the government should speed up the improvement of the labor market,improve the level of human capital investment,increase community services,and promote full employment;enterprises need to build labor interests community through the implementation of high-performance human resources management system,in order to promote the construction of harmonious labor relations with Chinese characteristics.
