摘　　要：非传统国家安全问题日益凸显,国门安全是非传统国家安全的重要组成部分,出入境检验检疫是保障国门安全的重要环节。本文在文献查阅和调查问卷的基础上,针对出入境检验检疫安全管理信息存在分散、孤立、缺乏预警和评估的问题,从法律法规、行政管理和技术等方面分析原因,强调建立信息数据标准体系的必要性,总结了构建检验检疫信息标准体系框架的步骤,细分为元数据类标准、数据集类标准、分类与编码类标准、共享服务类标准共4类标准,旨在融合各类信息系统,建设大数据蓝图,提升应对国门安全事件的能力。The problem of non-traditional national security has become increasingly prominent.National security is an important part of non-traditional national security,and entry-exit inspection and quarantine is the key link to ensure national security.On the basis of literatures review and questionnaire,the present situation of safety management information of entry-exit inspection and quarantine was decentralized,isolated and lack of early warning and evaluation.This paper analyzed the reasons from three aspects:laws and regulations,administrative management and technology,and the necessity of establishing the information data standard system are emphasized in the new era.The steps of building the information standard system framework had been summarized,which was subdivided into metadata standards,data set standards,classification and coding standards,and shared service standards.Purpose of these establishing data standards was to integrate various information systems,which will lay a foundation for building the big data and improving the ability of responding to national security incidents.
