摘  要:当前周口市X县中小学体育教师结构失衡,大部分中小学都存在体育教师结构性缺编的现象,尤其是乡镇中小学更为突出。造成体育教师结构失衡的原因包括新一轮基础教育课程改革对学校体育教学的重建、校际和区域教育不协调发展带来的体育教师社会流动、地域差异和人事管理体制相对滞后等。周口市X县相关部门可以尝试通过校地合作,培养定制教师、完善“国标、市招、县管、校用”的体育教师管理体系、政策扶持鼓励体育教师向乡镇中小学流动等方式解决或缓解体育教师结构性缺编的问题。Currently,there is an imbalance in primary and secondary school physical education teachers structure of Zhoukou City X county.Most primary and secondary schools are in lack of structural vacancy of teaching resources,especially in villages and towns.The main causes include the reconstruction of school PE influenced by the new round of basic education curriculum reform;PE teacher social mobility caused by imbalanced development between school and regional education;regional difference and underdeveloped personnel management system.To solve this problem,X County could carry out the following countermeasures:cultivate directed teachers via school-government cooperation;perfect PE teacher management system of“national standard,city recruitment,county management,and school utilization”;and encourage PE teachers to work in rural schools.
