摘　　要：目的对国家层面出台的社会办医相关政策进行梳理分析,总结社会办医发展的特点,探寻社会办医发展的趋势,为完善社会办医的相关政策提供参考。方法选取1980—2019年国家层面发布的相关政策文件,基于文本挖掘法,使用R语言对政策文本进行数据处理。结果研究提取了31篇政策的高频词,并对比新一轮医药卫生体制改革前后词频差异,总结社会办医发展的阶段性特点。社会办医政策之间存在一定的对应联系,虽然在2000年出现了偏离,但整体保持了稳定的发展趋势。研究创建了“可持续发展”“机制体制”“经济效益”主题模型,并计算出每篇政策的主题估计比。结论社会办医政策应清晰界定社会办医主体以增强政策之间的联结,重视社会办医经济效益带动社会效益的作用,强化内涵建设促进社会办医可持续发展等。Objective To sort out and analyze relevant policies on non-governmental hospital issued at the national level,the characteristics and the trend of non-governmental hospital development was summarized and explored,so as to provide references for the improvement of relevant policies on non-governmental hospitals.Methods Relevant policies issued at the national level from 1980 to 2019 were selected as the research objects,and R language was used for data processing of policy texts based on the text mining method.Results The investigators extracted the high-frequency words of 31 policies,compared the differences in word frequencies before and after the new medical reform,and summarized the step-wise characteristics of the development of non-governmental hospitals.There was a certain association between social medical policies.Despite deviated slightly in 2000,the overall development trend remained stable.The investigation generated the theme model of“sustainable development”,“mechanism system”and“economic benefit”,and calculated the theme estimation ratio of each policy.Conclusion The policy of non-governmental hospital should clearly define the operation body of non-governmental hospitals in order to strengthen the connection between policies,attach importance to the role of economic incentives of non-governmental hospitals in driving social benefit,and strengthen the connotation construction to promote the sustainable development of non-governmental hospitals.
