执法部门处理上海市民服务热线控烟工作记录单的效率分析

摘　　要：目的分析《上海市公共场所控制吸烟条例》(以下简称“《条例》”)修正案颁布前后,各执法部门对市民关心的控烟问题的处理情况,为多部门联动执法、提高控烟执法监督能力提供决策支持。方法对12345上海市民服务热线受理的控烟工作记录单进行文本挖掘和统计学分析,测算《条例》修正案颁布前后执法部门的工作记录单处理效率。结果处理工作记录单数量最多的执法部门为原市卫生和计划生育委员会,共处理工作记录单14543条(占总工单的29.71%)。各执法部门处理的工作记录单均以投诉举报类为主。《条例》修正案颁布后,部分执法部门的平均处理天数有所增加。结合工作记录单处理的相对效率系数来看,《条例》修正案颁布后,各执法部门的工作记录单处理效率均有所提高。结论《条例》修正案的颁布后,控烟工作记录单数量大幅增长,这影响了执法部门的平均处理天数,但各执法部门控烟工作记录单处理的效率并未因此降低,处理相对效率较颁布前有所提高。Objective To analyze the efficiency of related law enforcement departments to process tobacco control records filed by residents before and after the promulgation of the amendment to The Regulations of Shanghai Municipality on Smoking Control in Public Places(hereinafter referred to as The Regulations)and provide policy making support on multisectorial joint law enforcement to elevate tobacco control law enforcement and supervision capacity.Methods Text mining and statistical analysis were conducted on the records related to tobacco control from the 12345 Shanghai public service hotline,and the processing efficiencies in different law enforcement departments were compared before and after the amendment to The Regulations.Results The former Shanghai Municipal Health and Family Planning Commission handled the largest number of hotline records about tobacco control,which were 14543(29.71%of the total records).Complaints were the dominant records processed by different law enforcement departments.The average processing days in some law enforcement departments increased after the promulgation of the amendment to The Regulations.In terms of the relative processing efficiency coefficient,the processing efficiencies of all law enforcement departments were improved after the amendments to The Regulations.Conclusion The promulgation of the amendments to The Regulations brings about a significant increase in the number of tobacco control related hotline records,which affects the average processing days of law enforcement departments.However,the processing efficiency is increased rather than declined compared with that before the promulgation.
