摘 要:马克思在进行政治批判的基础上,以坚定的人民立场展示了对公民概念所指称的政治国家成员、资产阶级和无产阶级的不同态度;他以市民社会与政治国家的分离、对立与和解的历时性关系为立论依据,从应然、实然和预设三种状态论述了公民与国家的关系。我国社会主义建设和改革开放的实践表明,马克思公民观是中国共产党正确处理公民与国家关系的基本遵循和必然要求。党的十八大以来,习近平总书记积极回应了马克思关于公民与国家关系的应然要求和未来设想,将公民观纳入人民观的理论体系,提出了新时代人民观,建构了以宪法为准绳的公民权利与国家权力关系。Upholding a firm standpoint of the people,Marx applied the concept of citizenship to demonstrate his different attitudes towards the members of the political state,the bourgeoisie and the proletariat on the basis of his political criticism.He elaborated the relationship between the citizens and the state from three states of reality,imperative and presupposition,based on the diachronic relationship from separation,opposition to reconciliation between civil society and political state.The practice of socialist construction and reform and opening up in China shows that Marx′s concept of citizenship is the basic and inevitable requirement for the communist party of China to correctly handle the relations between citizens and the state.Since the 18th National Congress of the Party,General Secretary XI Jinping has responded positively to Marx′s supposed demands and his vision for the future of the relationship between citizens and the state.He has incorporated the concept of citizenship into the theoretical system of the concept of the people,and has put forward the concept of the people in the new era.The relationship between civil rights and state power based on the constitution is constructed.
