“以钱养事”背景下农村体育公共服务改革研究

摘　　要：“以钱养事”是体育公共服务的新理念,采用文献资料法、专家访谈法等研究方法,分析在“以钱养事”背景下农村体育公共服务改革问题。研究认为:当前我国农村体育公共服务处于改革发展初期,存在市场化改革趋于形式化、供给侧机制落实不到位等各种现实问题。建议:立足“以钱养事”机制,建立多主体参与的“上推下行”共生式管理格局;政府应加大经费和相关政策的扶持力度,有效利用体育公共服务资金;营造农村体育文化氛围;完善农村群众的诉求体制,建立效果评估体系等措施,进而加快促进我国农村体育公共服务改革步伐。“Handling affairs with money”is a new concept of public sports service.This paper analyzes the reform of rural sports public service under the background of“handling affairs with money”by means of literature,expert interviews and other research methods.The research shows that,at present,our rural sports public service is in the early stage of reform and development,there are various practical problems,such as the market-oriented reform tends to formalize,the side supply mechanism is not in place,and so on.The suggestions are as follows.Based on the mechanism of“handling affairs with money”,a symbiotic management pattern of“promoting for the top and implementing form the bottom”with multi-body participation should be established;the government should increase the support of funds and relevant policies,and effectively use sports public service funds;a rural sports culture atmosphere should be created;the appeal system of the rural masses should be improved,and an effect evaluation system and other measures should be established,so as to accelerate the promotion of the step of rural sports public service reform in China.
