摘　　要："一带一路"的战略目标是要建立一个政治互信、经济融合、文化包容的利益共同体、命运共同体和责任共同体,而增加学术交流则是文化包容的一个重要方式。文章通过对"一带一路"沿线66个国家(含中国)和地区内56个医药领域知识库的构建实况进行调查分析,并通过问卷的方式对这些样本医药领域知识库的构建机构相关负责人员进行调研,分析探讨"一带一路"沿线国家构建国际医药领域知识库联盟的阻滞因素,包括联盟模式、运营管理、资金来源、软件平台、人员配备、资源组织、存取政策、学科服务等方面的问题,并提出相应具体的解决办法,为"一带一路"视角下国际医药领域知识库联盟构建实践提供参考。The strategic objective of "One Belt and One Road" is to establish interest community, destiny community and responsibility community of political mutual trust, economic integration and cultural inclusion, and increasing academic exchanges is an important way of cultural inclusion. Through the investigation and analysis of the construction of 56 Medicine and Pharmacy Repositories in 66 countries(including China) of "One Belt and One Road", and through questionnaires, the obstructive factors for the construction of International Medicine and Pharmacy Repository Union of "One Belt and One Road" countries are investigated and analyzed. It includes the problems of union mode, operation management, source of funds, software platform,staffing, resource organization, access policy and subject service, and puts forward specific solutions to provide reference for the construction practice of Medicine and Pharmacy Repository Union under the perspective of "one belt and one road".
