将长城保护纳入地方政府绩效评估的研究--基于绩效棱柱模型视角

摘　　要：由于长城本身具有重要的文化和历史价值,长城保护工作得到了国家及各级政府的普遍重视。从绩效棱柱模型的角度尝试对于地方政府保护长城绩效评价体系建设。从理论选择和适用性分析开始,以利益相关者满意、利益相关者贡献、组织战略、业务流程、业务能力五个维度构建了指标体系并赋以恰当权重。为了保障长城保护纳入绩效评估法律机制顺利实施,又从建立地方政府长城保护绩效的法律制度、建立长城危机预警机制、树立长城保护模范、引发示范效应四个方面给出了建议,以期为完善长城保护体制提供理论参考。The Great Wall has important cultural and historical values,the protection of the Great Wall has received widespread at⁃tention from the state and government.This paper attempts to build a performance evaluation system for the protection of the Great Wall by local governments from the perspective of a performance prismatic model.Starting from theoretical selection and applicability analysis,the index system is constructed with five dimensions of stakeholder satisfaction,stakeholder contribution,organizational strategy,business process,and business capability,and is given appropriate weight.In order to ensure the smooth implementation of the legal mechanism for the protection of the Great Wall into the performance evaluation,suggestions were made from four aspects:the establishment of a legal system for the protection of the performance of the Great Wall by local governments,the establishment of a warning system for the crisis of the Great Wall,the establishment of a model for the protection of the Great Wall,and the demon⁃stration effect.The protection system provides a theoretical reference.
