摘　　要：美国海军2019版30年购舰计划自问世以来波折不断,饱受各方质疑。如果全面实施,则其将成为自20世纪80年代里根政府以来规模最大的海军扩军计划。首先,对其背景进行了简要介绍;其次,归纳出其要点与变化,并在此基础上对该版长期购舰计划进行了评估分析,探索了其背后反映的军事战略,各方对于计划预算产生差异的原因以及实现计划的不确定性;最后,提出了美国海军2019版30年购舰计划对我国海军舰船装备发展的启示。"The US Navy′s Fiscal Year 2019 Shipbuilding Plan"has been questioned from various sides ever since its release to the public.If fully implemented,the plan would lead to US naval expansion on an extremely large scale since the Reagan administration in the 1980s.We firstly give a brief survey of the background of the plan,then summarize its key points and modifications.On this basis,we put forward an in-depth analysis of the plan with an exploration of the U.S.military strategy behind it,the reasons for the budget differences between the CBO and the navy,and the uncertainties inherent in the plan.Finally,we present some inspirations for the ship development of the Chinese navy in the face of"the US Navy′s Fiscal Year 2019 Shipbuilding Plan".
