摘　　要：2020年3月31日,国务院常务会议确定促进汽车消费3大举措,其中之一:"中央财政采取以奖代补,支持京津冀等重点地区淘汰国Ⅲ及以下排放标准柴油货车"。4天前的3月27日,北京市政府办公厅印发《北京市进一步促进高排放老旧机动车淘汰更新方案(2020-2021年)》。虽然是一个国家政策、一个地方政策,但因两者均关联到淘汰高排放老旧机动车(前者限定≤国Ⅲ标准柴油货车,后者限定国Ⅲ汽油车),且发布时间很近.On March 31,2020,the executive meeting of the State Council made it clear that"the central finance will support Beijing,Tianjin,Hebei and other key regions to eliminate the diesel trucks with national emission standards of III and below by means of awards instead of subsidies";on March 27,Beijing decided to subsidize and reward the owners of national III gasoline vehicles who washed out or moved out of the city from April 1,2020 to December 31,2021.This paper analyzes the background,scope of application,operation methods and market impact of the two policies.
