摘　　要：我国控制污染物排放许可制度是依法规范企事业单位排污行为的基础性环境管理制度,环境保护部门通过对企事业单位发放排污许可证并依证监管实施排污许可制。现行的《排污许可管理办法(试行)》(2019)衔接环评制度,融合总量控制制度,为环境保护税、环境统计、排污权交易等工作提供统一的管理平台,对固定污染源实施全过程和多污染物协同控制,实现系统化、科学化、法制化、精细化、信息化的“一证式”管理,对环境管理起到了有效的推动作用。The sewage permit system is the basic of environmental management system to regulates the pollution discharge behavior of enterprises and institutions in accordance with the law.The environmental protection department implements a pollution discharge permit system by issuing pollution licenses to enterprises and institutions and supervising them according to certificates.The current“Measures for the Administration of Emission Permits(Trial)”(2019)is linked to the EIA system and integrated with the total amount control system to provide a unified management platform for environmental protection tax,environmental statistics,emissions trading,etc.Coordinated control of multiple pollutants to achieve systematic,scientific,legal,refined,and information-based“one-certificate”management,which has effectively promoted environmental management.
