摘　　要：产业园区作为资源能源消耗和污染物排放的高度密集区域,始终是环境管控的重点区域。编制产业园区环境准入清单,精准定位园区突出问题,制定针对性的环境管控要求,是实现源头预防、促进园区高质量发展的重要手段。本文通过识别上海市各类产业园区的典型环境问题,基于各类园区在产业、环境方面的主要差异,以保障生态空间、改善环境质量、促进区域产城融合发展为目标,从空间布局约束、污染物排放控制、环境风险防范、资源利用效率等方面提出差别化环境准入清单编制建议,为各类产业园区环境管理与决策提供参考。As areas with high density of energy consumption and pollutant emission,industrial parks are the key object of environmental control.To compile environmental access list for industrial parks,accurately identifyingthe main environmental issues of the park,and formulating environmental requirements,is an important approach for industrial parks to realize pollution source prevention and promote high-quality development.By identifying the typical environmental issues of the city’s industrial parks,aiming at ensuring ecological space,improving environmental quality and promoting the coordinationbetweenindustrial and domestic areas,this thesis makes a study on the compiling of environmental access list,including spatial layout constraints,pollutant emission control,environmental risk prevention,and efficiency of resource utilization,which can be a reference for the environmental management and decision-making of various industrial parks.
