京沪深科技创新综合效应比较评价研究

摘　　要：京沪深在整个国家科技创新体系建设中发挥着重要作用,为综合评价京沪深科技创新情况,本文从资源集聚效应、原始策源效应、驱动发展效应、辐射引领效应、全球影响效应五方面进行系统评价。结果表明北京高校院所发达、科技成果丰富、带动全国发展,在资源聚集效应、原始策源效应、辐射引领效应比较突出;深圳高技术发展动力强劲,产业发展外向型明显,在驱动发展效应和全球影响效应较强;上海科技资源协调性好,科技创新发展整体比较均衡。研究进一步揭示了京沪深不同的创新发展模式,北京是以高校院所主导的技术驱动型发展模式,上海是以传统产业和高技术产业(新经济)并存的混合经济发展模式,深圳是以高技术业(新经济)为特征的经济发展模式。Beijing,Shanghai and Shenzhen play an important role in the construction of national science and technology innovation system.In order to comprehensively evaluate the effect of science and technology innovation in Beijing,Shanghai and Shenzhen,this paper evaluates from five aspects:resource agglomeration effect,original innovation effect,driving development effect,radiation leading effect and global influence effect.The evaluation results show that Beijing has developed colleges and universities,rich scientific and technological achievements,driving the development of the whole country,and performs well in resource aggregation effect,original innovation effect and radiation leading effect;Shenzhen has a strong driving force for high-tech development,an obvious export-oriented industrial development,and outstanding driving development effect and global influence effect;Shanghai has a good coordination of technology and resources and a relatively balanced overall development in scientific and technological innovation.The research further reveals the different innovative development models of Beijing,Shanghai and Shenzhen.Beijing follows a technology-driven development model led by colleges and universities,Shanghai is taking a mixed economic development mode in which traditional industries and high-tech industries(New Economy)coexist,Shenzhen follows an economic development model characterized by high-tech industry(New Economy).
