专家-决策者非协同行动:一个新的解释框架——以A市政府决策咨询专家的政策参与为例

摘　　要：随着我国决策体制逐渐走向开放和多元,专家日益成为政策过程中一种常见的非官方行动者,然而专家的决策影响力通常却极为有限。为了更好地解释专家的低度决策影响力,本文基于A市政府决策咨询专家的政策参与实践,围绕专家和决策者两类主体的相关属性和互动,提出一个被称为"专家-决策者非协同行动"的新的解释框架。研究发现:专家和决策者在动机意愿、信息占有、时间约束、话语体系和行动逻辑等五个方面存在难以调和的冲突,它们既各自发力又相互强化,共同造成了专家的低度决策影响力。该解释框架在理论层面提供了一个新的观察视角,将进一步深化学界对专家决策影响力的理解;同时它也蕴含着较为明显的政策意涵,可以为完善专家参与政策提供参考。As China’s decision-making system gradually moves towards openness and pluralism,experts have increasingly become common non-official actors in the policy process,but their influence on decision-making is usually extremely limited.In order to better explain the phenomenon,based on the policy participation of policy-making consulting experts in"A"city,the paper proposes a new interpretive framework called"uncoordinated action between experts and policy-makers"which focuses on the relevant attributes and interactions between experts and decision-makers.The research finds that experts and decision-makers have irreconcilable conflicts and tensions in motivation will,information possession,time constraint,discourse system and action logic,which not only exert their own power but also reinforce each other,resulting in the low influence on decision-making.The interpretive framework provides a new perspective on the theoretical level which will further deepen the understanding of the experts’influence on decision-making,at the same time,it also contains obvious policy implications,from which policy analysts and think tank practitioners can logically put forward relevant countermeasures to improve experts’policy participation.
