高等院校科研管理信息化平台功能需求与现状研究

摘　　要：高等院校是科学研究的主体,科研管理信息化建设为高等院校科研人员减负增效提供了重要平台,科研管理信息化系统所应具备的功能应包括科研项目评审立项、横向合同的审核批准与过程管理;科研奖励评审;科研成果认定与评价、成果转化;科研绩效评价;信息统计与分析;科研档案的保密工作;科研管理信息化平台与人事、财务、教务等管理平台的协同兼容等。目前科研管理信息化平台仍存在一些问题,如市场上科研管理系统产品繁多,但功能定位与提供的服务参差不齐,更新维护成本较高等,需要分析与思考。Institutions of higher learning are the main body of scientific research.The informatization construction of scientific research management provides an important platform for researchers in institutions of higher learning to reduce the burden and increase the efficiency.The functions of the informatization system of scientific research management should include the evaluation and approval of scientific research projects,the review and approval of horizontal contracts and the process management.Evaluation of scientific research awards;Recognition and evaluation of scientific research achievements and transformation of achievements;Scientific research performance evaluation;Information statistics and analysis;Confidentiality of scientific research archives;Research management information platform and personnel,financial,educational management platform,etc.At present,there are still some problems in the information platform of scientific research management.For example,there are many products of scientific research management system in the market,but the function positioning and services are different,and the update and maintenance costs are higher,which requires analysis and thinking.
