摘　　要：文章从国家现代化发展导致对决策支撑需求上升的角度,论证科技情报服务对象应转向决策者。进而围绕服务、引领决策,一方面从世界产业格局变化、国家角色变化、国家关系状态、互联网信息技术等多重外在环境要素出发,另一方面结合自身机构、人力资源建设内在因素,对科技情报重点工作从工作内容、情报能力、信息资源储备、工具系统和组织模式、机构之间的协作与分工、人才培养和引进等方面进行了探索式研究,为未来科技情报如何发展提供思路。From the perspective of the increasing demand for decision support caused by the development of national modernization,this paper demonstrates that the service object of scientific and technical intelligence should turn to decision makers.In order to be competent to serve and lead the decision-making,the key layout of the work of scientific and technical intelligence has been explored from the aspects of work content,intelligence ability,information resource reserve,tool system and organization mode,cooperation and division of labor among institutions,personnel training and introduction.These key tasks are based on external environmental factors,such as the change of world industrial pattern,the change of national role,the state of state relations,internet information technology,and the internal factors of its own institutions and human resources construction.
