情报概念的变迁与情报“元问题”的回归

摘　　要：[目的/意义]情报"元问题"既受其概念的制约,又反过来影响其概念的发展,梳理情报概念的变迁有助于回归情报"元问题"的本质。[过程/方法]基于对传统情报概念的梳理和情报3.0理念,构建了现代情报概念变迁的三维图谱;通过DIKW层级模型构建了情报"元问题"的本质模型;系统分析了情报"元问题"的本质与回归路径。[结果/结论]情报"元问题"的本质即为解决信息不对称,包括信息获取渠道不对称、信息质量不对称及信息匹配不对称;应倡导"融合"、延伸"场景"、感知"需求"以回归情报"元问题"的本质。[Purpose/significance]The"meta-problem"of intelligence is not only restricted by its concept,but also affects it’s conceptual development in turn.Therefore,combing the conceptual change of intelligence helps to return to the essence of its"meta-problem".[Method/progress]In the first two parts of this paper,the authors sum up the traditional intelligence concept,and construct a three-dimensional map of the changes of modern intelligence concepts based on the theory of"Intelligence 3.0".And then analysis the essence and return paths of intelligence"meta-problem"systematically.[Result/conclusion]The essence of intelligence"meta-problem"is to solve information asymmetry,which includes the access to information,the quality of information and the matching of information.Hence,we should advocate"integration",extend"scene"and perceive"demand"to return to the essence of"meta-problem"of intelligence.
