台湾苗栗茶业一二三产融合转型发展经验及其启示

摘　　要：【目的/意义】总结台湾苗栗茶产业发展经验并获得启示,为资源禀赋和产业发展情况相似的福建茶产业发展提供借鉴。【方法/过程】利用文献分析方法和案例分析法,对我国台湾苗栗茶产业发展概况、存在问题、转型策略和成效等进行总结提炼和分析。【结果/结论】研究发现,台湾苗栗茶产业三产融合转型发展的举措主要在于通过多方参与推进产业发展、社区主导的产业规划先行、夯实茶叶种植生产基础、提升茶产业组织化程度、强化农民技能培训、提升茶叶加工品质、挖掘茶文化内涵、提升品牌价值、大力发展休闲农业和乡村旅游等方面,取得了显著成效,有力地推进了苗栗茶产业一二三产融合发展,值得借鉴学习,并基于此提出福建农业产业发展的对策建议。【Objective/Meaning】The development experience of Miaoli tea industry in Taiwan was summarized and some inspirations were also obtained,so as to provide reference for the development of tea industry in Fujian with the similar resource endowment and industrial development.【Methods/Procedures】By using the methods of literature analysis and case analysis,the development situation,existing problems,transformation strategies and effects of Miaoli tea industry in Taiwan were summarized and analyzed.【Results/Conclusions】The research found that the path of the integrated transformation and development of the primary,secondary and tertiary industries of Miaoli tea industry in Taiwan lay in promoting the industrial development through multiple participation,leading the industrial planning led by the community,strengthening the production foundation of tea planting,improving the organizational degree of tea industry,strengthening the farmers’skill training,improving the tea processing quality,exploring the connotation of tea culture,enhancing the brand value,and vigorously developing the leisure agriculture and rural tourism.These effective measures has vigorously promoted the integrated development of the primary,secondary and tertiary industries of Miaoli tea industry and been worth learning from,and then the corresponding countermeasures were put forward.
