摘　　要：消费对经济发展发挥着基础性作用,高质量消费是满足人们生活需求的重要组成部分。近年来河北省出台了一系列刺激消费扩大内需的政策措施,为激发消费潜力、优化消费结构、提升消费品质、培育新的消费增长点营造了良好政策环境,消费已成为经济增长的主要驱动力。但由于体制性因素和新冠肺炎疫情的冲击,在一定程度上影响了消费水平的提高。面对严峻的经济形势,加快完善促进消费体制机制,多措并举稳定和扩大消费,促进消费回补和潜力释放是有效对冲疫情影响、提振经济的关键举措。Consumption plays a fundamental role in economic development. High-quality consumption is an important part for meeting people’s needs in life. In recent years, Hebei province has introduced a series of policies and measures about stimulating consumption and expanding domestic demand to create a favorable policy environment for stimulating consumption potential, optimizing consumption structure, improving consumption quality and fostering new consumption growth points. Consumption has been the main driver of economic growth. However, due to institutional factors and the impact of COVID-19 epidemic, the improvement of consumption level was affected to a certain extent. Facing the severe economic situation, accelerating the improvement of the consumption promotion system and mechanism, taking multiple measures to stabilize and expand consumption, and promoting consumption recovery and potential release are key measures to effectively hedge the impact of the epidemic and boost the economy.
